Troubleshooting is a form of problem solving, generally applied to failed products or processes.  It is a logical, systematic search for the source of a problem so that it can be solved and the product or process can be made operational again. In the context of appliance repair, this means that parts are not just randomly changed in an effort to solve a problem.
